UA Office Link - New "Operator" user role

UA Office Link's user access control adds a new 'Operator' role in addition to "Administrator", "User" and "Guest". Operators can start and stop tasks but cannot modify tasks and cannot view or modify other settings. Operators therefore have more rights than guests but less than Users who may edit tasks.
